INVITATION FOR BIDS

The following procurement will be conducted through open competitive bidding.

1. Procurement Details

(1) Subject of Procurement:

Purchase of Business Laptop Computers, Including Initial Setup and Delivery Services

(2) Scope of Work:

As specified in the Specifications and the Kitting Manual.

(3) Contract Period

Delivery shall be completed by January 31, 2027 (Warranty period: 36 months from the date of delivery)

(4) Place of Performance:

The Japan Foundation, Yangon (No.70, Nat Mauk Lene (1) Bahan Township, Yangon, Myanmar)

(5) Bidding Method:

1. This procurement shall be conducted through a price-competitive bidding process, under which the bidder offering the lowest price within the estimated price shall be selected as the successful bidder and contracting party.
2. The bid price shall include all costs and expenses necessary for the performance of the procurement described herein.
3. The total purchase price, including all applicable fees, taxes, and other charges shall be stated in the Bid Form.

2. Eligibility Requirements for Participation in Bidding

(1) The bidder must have no record, within the past three years of non-performance, delayed delivery, or any other breach of contract in connection with contracts with The Japan Foundation, Yangon, and must be capable of properly performing the contract.

(2) The bidder must satisfy all other requirements stipulated in the Specifications.

3. Distribution of Specifications and Submission of Questions

(1) Method of Distribution:

The Specifications will be provided by email as an attachment to those who request them.  Requests for the Specifications must be submitted by email to the contact address specified in Section 8 below during the application period.

(2) Request Period:

From Friday October 16, 2026, to Friday October 30, 2026, until 5:00 p.m.

4. Bid Briefing

No bid briefing will be held. Bidders wishing to participate in the bidding must carefully read this Invitation for Bids and the Specifications.

5. Deadline and Method of Submission of Bids

(1) Deadline:

By 5:00 p.m. on Friday, October 30, 2026

(3) Notification of Award Results:

The results of the bidding will be notified by email.

(4) Documents to be Submitted:

Bid Form and Quotation. The Quotation shall include product specifications, a detailed cost breakdown, and contract payment terms.

6. Determination of the Successful Bidder

The bidder who submits the lowest valid bid within the estimated price shall be selected as the successful bidder.

7. Contract and Contract Terms

(1) Requirement for a Written Contract:

A written contract is required.

(2) Contract Performance Security:

Waived.
